The headlight washers & wipers will automatically work for 2 "sweeps" when the windscreen washers are operated. You should be able to see them moving across the beam pattern against a wall or with a 2nd person observing. You cannot operate them separately.
If they do not work - further investigation will be required ( fuses, seized motors etc ).
