To remove the door panel of a Seat Ibiza you have to first take off the door trim. Then, take out the two large Philips screws at the handles and two screws on the torx head to release.

All you can do is to remove the door panel and flick the catch manually, You may have to remove the seat to enable you to do this.
Possibly the best way is to remove the door panel you may have to remove the rear seat(s) to allow you to gain access to the panel. once the panel is removed you then have to flick the catch inside the door to release it.
I have an Ibiza '96 and have just removed the side panel on passenger door. First you need to remove the screw caps on the latch/handle in the centre of the panel. Use a very thin screw driver at the edge of the caps. Remove the screws beneath the caps. Remove the speaker cover; there is a screw on the front corner edge of the door, just by the speaker. Once removed, the speaker itself can be removed by taking out the fixing screws. There is plug behind the speaker attaching it to the wiring. Dis-engage the plug. There are two large screws in the panel just by the speaker housing. Once these are removed I had to prise the panel from its retaining clips. I used a paper stripper so as not to inflict any heavy damage. It is this latter part that I'm not too sure about as I've not yet put the panel back. Hope this is helpful.

Remove the screw covers on the door closer handle and remove the two screws (top rear of the door panel. Remove the cover around the door latch handle and remove the screw. Remove the screw along the aft part of the panel about 1/3 up from the bottom. Remove the screw at the bottom of the panel about 1/3 from the back. Pop the window control panel out of the arm and remove the screw. Lift the panel from the slots at the bottom of the panel and the lip at the top. To completely remove, unlatch the cables for the trunk button and the fuel pump light and from the power seat controls.
