If you are referring to the interior of the door I have had to do this lately on my 90 Passat. There are just a few screws on each end of the panel. Just remove them and slowly slide the panel off, lifting upwards. Be careful because the power window connection is still connected. Unplug this and the panel is removed.
Using a screw driver, remove the screws and remove the clips from the door panel. Remove the panel slowly, remove any wire connections, and pull the panel off the door frame.

To remove and install a door mirror on a 2000 Mitsubishi Mirage, the door panel needs to be removed on the inside of the door. To remove the door panel on a 1999 VW Passat with the door closed, you’ll need to carefully pry off the trim pieces and locate the screws hidden behind them. Use a flathead screwdriver or a trim tool to gently detach the clips securing the panel. Once the screws are removed, you can carefully lift the panel upwards to disengage it from the door. Be cautious of any wiring connections for power windows or locks that may need to be disconnected as you remove the panel.
You would need to take off the door panel in order to remove it. I've included an auto repair video in "related links" down below that will show you exactly what needs to be done to replace it on your 2000 Volkswagen Passat. Hope this helps you out.
