I have a 1988 240DL. On my car I have an instrument panel with hidden screws, no doubt like yours.
To the left of that instrument panel there is a headlight knob and a dimmer knob. Pull hard on those knobs and they will slide off. There are no screws or tabs. Once those are off, take a flat screwdriver with a wide blade, and put it in the crack between the panel behind those knob controls and the instrument panel and pry very lightly; that panel will pop off revealing the two screws on that side.
To the right of the instrument panel there are two square panels, both of which are empty. Use that flat screwdriver to pry those off lightly to remove two more screws.
Take all four screws out and you're on your way.
I'm not sure if the following fuses are for the dash lights - the owner's manual lists them for " instrument cluster " location # 11 - 7.5 amp fuse for instrument cluster location # 15 - 7.5 amp fuse for instrument cluster location # 33 - 15 amp fuse instrument cluster/headlamps/DRL module
To remove the instrument cluster from a 2002 Saturn Vue, first disconnect the negative battery cable to prevent electrical issues. Remove 4 instrument cluster hood mounting screws. Three screws are located behind the center bezel and one screw is located at the left end of the hood. Pull on hood to disengage hood and remove instrument cluster hood. Pull instrument cluster rearward to disengage 8 clips and disconnect wiring connectors from panel. Remove instrument cluster.

Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.
