Call either a Volkswagen dealer or a locksmith. Give the car's vehicle identification number and any other information about it that they may ask for. They will find out certain codes that will identify the key shapes and tell them how to reproduce them. Then they will be able to cut new keys for you. It is not a difficult process and should cost less then $100
