I have a 1999 Jetta TDI and it is fairly easy to replace a bulb in the tail socket light assembly if that is what you are asking.
1. Open the trunk.
2. There is material covering the location of the tail light assembly. It is velcro-ed in and opens like a door. Figure that out and open it.
3. You will see the assembly and it is locked into place by a plastic wedge/snap piece. You can see it if you look carefully. Pinch either side of the plastic wedge so that it will release through the slot it was placed in.
4. You have to jiggle and work the assembly out of its compartment. It is not easy and may take a little work. There are times it seems like you may break it. Don't worry, it does come out.
5. Replace the bulb with the correct replacement one and then reverse the steps above.
