I am not familiar with a factory installed locking cap. If you mean the gas cap cover, there is a button on the lower left side of the dash board with a graphic of a gas pump. Pushing this unlocks the cover. Also, the remote key fob has a similar button.

The 4 cylinder has the PCV located under a threaded cap that is screwed into the valve cover on the back side. You will need to remove the vacc. hose from the cap and then unscrew the cap and remove the PCV from the hole that is opened up and replace the valve and install the cap and hose. It will be oil covered and that is normal.
