Have you checked the hydraulic fluid level? Usually this problem is related to a low fluid level. Take off the cover on the right side of the trunk. Above the CD changer you'll see the hydraulic pump. You can easily see the fluid level right on the side of the pump. If it's low, fill it up with Pentosin fluid, which you can get at most auto parts stores.
It cannot be raised manually. You will have to repair it in order to raise the window.

There are a number of reasons why your power will not raise or lower a front seat. It may be that your power source is not properly connected or that a motor has died.
You have to disconnect the glass from the regulator or clip the regulator cables.See this post for instructionshttp://www.ricksfreeautorepairadvice.com/repair-topics/window-power-repair/replace-a-power-window-regulator
The convertible top motor relay switch has gone bad. A new switch is only about 30 dollars, if the switch isn;'t the problem, you will need a new motor. The convertible top motors often burn out due to 15 years of wear and tear, they overheat and cannot produce enough power to raise the top.

To manually raise a stuck power window on a 1997 Cadillac Seville STS, first remove the door panel to access the window motor and regulator. Locate the window motor and disconnect the power connector. You can then use a 12-volt power source to apply direct voltage to the motor terminals, which will allow you to raise the window manually. Ensure to be cautious and keep fingers clear of the window's movement as you do this.
No, not without removing the door panel to gain access to the motor unit.
It's the switch because the motor is getting power to go up but not down.
the only way i know is to disconnect or remove the motor and manually move the window up until the motor is replaced. sometimes also it could be just the switch.
To manually raise a power window, first, locate the window motor and access it, typically found inside the door panel. Disconnect the power supply to prevent any electrical issues. Then, use a pair of pliers or a socket wrench to turn the motor's gear or manually push the window up into the closed position. Finally, reassemble the door panel and reconnect the power supply if necessary.
If your talking the spring on a power window it helps raise the window when you activate the power window so it takes some stress off the motor.
