have you tried opening up your door and trying to fix it?
my handle on the outside woulnt work so i opened it up and there is a linkage with a screw holding it together, adjusting this nut to the center most position fixed it. now it opens just fine. otherwise its a 250+ fix

you have to remove the door panels. A haynes manual will give detailed instructions on how to do that. Follow every step. Takes about an hour per door.
This is not a job for the faint hearted. You will need a lot of patience and dextrous fingers. Remove the interior door panels...look into the handle area and spot the 3 small nuts that hold the handles to the door skin..remove and save... locate operating rod clips, release, ease handle out from door, locate loom connectors for lock barrel heater and lock control, they are secured from being trapped by the window in a small clip...... disconnect and remove handle. Reassembly is reverse of removal plus a little more fiddling about !.

I do not have an answer for this but I can verify that I also have this problem and mine is a 1997 Jag XY6 also
The entire, and I mean ENTIRE front dash has to come out to remove the heater box which then must be disassembled in order to replace the evaporator or heater core. Not a job for the feint of heart.

You have to remove the inside door panel. Jags are tricky and I would suggest buying a Haynes manual if you're going to try this yourself for the first time. !
