Yes if a balance is owed a collection agency can try to collect. normally if ithas been three years later the original bank or lender probably sold the debt to another agency and wrote off the debt theirselves. the only up side which isn't that great but alot of times the new agency will settle for much less then what actually owed because they just want to get something.
