No. The only compressor that will fit your 2000 Jetta is one with the same part number as your current one. They are completely engine-specific.
Relay #428 under the hood is the ECM Power Control Relay.

It's on the relay panel under the dash, on the bottom right. It has a number 387, 389, or 192 printed on it, depending on the features your car came with.
