No it is not vin specific but it hold very important information specific to your car especially the car access system and the immobilizer information. In other words if you need to replace it then you should reprogram it. If it lost these critical information for any reason then your car will not be accessable and you will not be able to run the car until reprogramming takes place.
The ecm in this car is located under the dash above the glove box. You must remove the glove box to get to it. It is the larger one with the long white plastic wire connector attached to the front of it on the right side of the car.

Just unhook the battery cables for 5 mins, That will reset the ECM
The plug to access the ecm is on the bottom of the dashboard panel between the steering wheel and the drivers door. It is a small door that you pull down to open.
