Same thing happened to me on my 02 MINI Open the hood and look for where the wiring connects to the electric fans. There's a black box where the wires go in. Get a screw driver or small mallet, just something to tap with. Rap on that black box a couple times and it will release the relay and turn the fans off. It's an intermittent problem for us and we just keep something in the car to tap on it with :-)
check the thermostat that runs the fan.
Replace the starter. All will be well.
ive never tried to stop mine but you can try replacing it cuz it sounds like the clutch in it has went out
Some cooling fans will stay running even if the car is shut off to cool down the motor. Once the fans thermostat gets tripped to shut off, the fan will continue to run.
Pressure test the cooling system to track the source of the leak.

Might be a virus or power problem. Also, check the cooling fan. If the cooling fan isn't working properly, your system can quickly overheat and will shut itself off.

The Ruger Mini-14 has never been able to accept the M16/AR-15 magazine. A proprietary magazine for the Mini-14 has always been used. If you find a way to convert a Mini-14 to accept STANAG magazines, I'm open to suggestions, but I have not been able to find one yet.
To remove the bolt that attaches the lines to the block, I come in the front with a 3/8" drive 13mm swivel socket on a long extension. It helps if your on a lift.
you might want to check for a blown head gasket or a cracked head or block. espically if it loosing water out of the radiator with out leaking on the ground.
