If you mean the bulb failure light; The bulb failure detector compares the current drawn by the left bulb to the right bulb and lights the bulb failure light if the currents are not equal. I have never seen a bad one. The usual reason the light is still lit after the bad bulb is changed is because the new bulb is not an exact match or the contacts are corroded. Try two new bulbs. If you look around the cockpit should be a switch or key labeled "Magneto Switch", turn that to off to stop the engine.

IF that is what your question means, then the reason the engine warning lights turning on is that the manufacturer designed the system that way to show you that those warning circuits and lights are working, and ready to warn you after you start the engine, should there be a failure in one of the systems they represent.

If it is anything like the 2000, then as you look at the engine from the front, it is on the right side of the engine near the top. There is no other switch above it and it is a simple clip that slides to the side and allows the switch to be pulled out. I changed mine and the gauge in the cockpit worked and the fans came on.
