I believe you have to take it a vw dealer, an auto lock specialist. or you take the door apart, replace parts if necessary or repair the track if that is possible. Also check fuses.
If the key starts the car and you just need to program remote. I just bought a 2000 beetle and had this same problem. Just unlock the rear hatch and lift it up, then unlock driver door with key and push either lock or unlock and it will program the remote to lock, unlock, doors rear hatch and arm alarm
Lock door with key .... unlock door with key then lock and hold key over for a few seconds
Let's think about this one...use a diffrent door,or go to your nearest VW store and buy yourself a new lock!
