Insert main key into the ignition lock & switch on the ignition (do not start car).
Using second key lock the vehicle from the outside manually (use key in door lock). Hold door locked for 15 seconds. Release key.
Press unlock button on the remote control one time, wait at least two seconds or more.
Press unlock button on the remote control again, wait at least two seconds or more.
Manually open car using key in door lock.
Remove key from ignition.
Test your remote.

I found some great deals on keyless remotes on ebay. You can also order them from an auto parts store or you Buick dealer.
You should have programming instruction in the user manual.
You will have to have a dealer run the vin to check the original sales codes to see if keyless entry was there.
You have to go to a dealership. They electronically program it with a machine.
If it the original GM type remote it requires a scanner programed to do that. These scanners are thousands of dollars and are only at the GM dealer. So you will have to pay. The aftermarket remotes have a particular process for each model remote and allarm system or car starter. I recomend a visit to the Installer for that brand in your area. Or look up the remote you have on the net, the instructions are easily available.

On my 99 turn key from off to on (don't start vehicle) 7 times--doors will lock and unlock, then push any button on remote to program. Maybe the same on 2003

YES DEPENDING ON WHAT MODEL THE 99 JETTA IS. THE LUG PATTERN IS THE SAME BUT THE OFFSET MIGHT BE DIFFERENT. A VW DEALERSHIP SHOULD BE ABLE TO TELL YOU WHAT THE OFFSET OF YOUR 99 AND YOUR 05.
I'm 99% sure the dealership has to do all programming on those. I know that's how VW does it when you buy new keys.
