There are fuses of sorts, think they are called fusible links, on my T4, RHD, you take the battery cover off, and on the front panel there is a small black box. It will flip open and there are two fuses in there that do burn out. They are for the fans and most likely the reason why they are no longer working. Peter.

There are four relays that run the fans. Check them. In the mean time run your defogger and that should kick on the fans.
3 cooling requirements #1proper coolant mix and amount #2 thermostat #3 electric radiator cooling fans... fans must kick on when engine is hot, if the fans kick on and you have proper coolant level and mix, then it may be a defective thermostat, it's underneath the 3 in diameter engine fitting where the upper radiator hose connects to the engine . If the fans don't kick on could be fans, power to fans , or temp relay telling fans to turn on. Any ex stream outside temps or adverse diving conditions?
Bad fans or the sensors that tell the fan when to kick on are bad.
