I had that problem,,, but a little WD40 fixed that. it was just sticking I have the same problem. I've come up with a temporary solution. After you pry the cover open, place something to block the hook from locking.
Open the driver's side door, it will be on the side of the dashboard, under a cover. Open with a screw driver.

I was looking at the 2000 Lincoln LS Owner Guide and it states that it is on the INSTRUMENT PANEL , next to the fuel filler door release button ( unfortunately the drawing of the button doesn't show exactly where it is )
