i would say the VW Jetta it is the best for the money. gets around 32 miles per gallon very reliable, has the new safety feature that automatically unlocks your doors, cuts the gas line, and turns on the hazard lights, and it is all priced around 16,000 brand new (2011 Jetta S new).
