2000 VWs use ODB2. There are some test equipment that do not conform the initialization specs on ISO 9141-2, implemented by VW on some cars, models 1999 to 2001, resulting in a communication problem. If you are having this problem getting smog check, and you have no aftermarket equipment on the car that could be incorrectly installed, then I would suggest to stop by the dealership.
