The information I have indicates it is inside the fuse box, which is in the engine compartment (under the hood), on the driver's side of the firewall. While the fuses are accessible under a swing out cover, the relay you seek is under a panel secured by screws right next to the fuse compartment.
There is no relay for the horn!

The headlight relay on a 2004 Volvo S40 is located in the engine compartment fuse box. To access it, open the hood and look for the fuse box, which is typically near the battery. The specific relay for the headlights is usually labeled on the fuse box cover. Refer to the vehicle's manual for exact locations and diagrams.
The windscreen wiper relay for the Volvo 850 is typically located in the relay and fuse box, which is found in the engine compartment or under the dashboard on the driver's side. To pinpoint the exact location, refer to the vehicle's owner's manual, as it provides a diagram of the fuse and relay layout. If you need to replace it, ensure the vehicle is off and consult the manual for the correct relay specification.
In the housing of the hazard dash switch, you can unmount it pulling it forward out of the dash.
There's no Volvo 850 2000. What you likely saw was a S70.
