In a 1992 Volvo 940, the ABS fuse is located in the fuse box under the dashboard on the driver's side. I have a 92 940 turbo as well My fuses are located behind the ashtray. If you lift up under neath the ashtray it should pop out and on the back it will tell which fuse it is I want to say 23? but I am not sure as I am not near my car.
It's on top of the steering column behind the instrument cluster.

1) Check the owner's manual. There is a diagram indicating what each fuse is responsible for. 2) When accessing the fuse box, check the back side of the parts you are removing for a fuse box diagram. The same information is found on the back of one of these parts in my Volvo.
The abs works electrically. There should be sensors at each wheel, and a fuse just for the abs system. Check the fuse first.
If relay & fuse OK then you will need to remove overdrive solenoid from the side of the gearbox and clean it - gunk can build up around the small holes stopping the flow of auto fluid therefore stopping the gearbox going into overdrive. It can happen intermittently until orifices block completely .
