On my 1994, the CRANKSHAFT POSITION Sensor (or sometimes referred to as Engine speed sensor) is located behind the Oil Filter & Front motor mount near the starter. It's really hard to see, and even harder to get to.....

The speed sensor in located in the front of the motor. You can find it near the transmission and the engine split line on the Jetta.
The speed sensor on a 98 Jetta is located near the brake setup. It is on the passenger wheel area mounted to a bracket.
