The fuse for the power seat on the driver's side of a 2002 Mercury Villager is located in the fuse box under the dashboard on the driver's side. The 1999 Ford Windstar owners manual shows : In the Power Distribution Box ( located in the engine compartment beside the battery ) * maxi fuse # 104 is a 40 amp fuse for the LH Power Seat Motors and LH Power Lumbar Motor *
under the seat in the fuse box it should be the fuse directly above the window relay

In my car (2001) there are three fuses for the power seat. One is in the trunk on the drivers side, behind a cover by the rear wheel. It's a 30 Amp fuse and theres one for the passenger seat also. The remaining two are behind the cover panel by the steering wheel, you access it with the drivers door opened. there are two 30 amp fuses for the drivers seat and two for the passenger seat.
Its not on a fuse so to speak its a relay drivers side fuse panel at the top marked (A)
by your left foot when sitting in the drivers seat
There is one fuse panel located on the drivers side of the dash board that can be accessed with the door open, and there are two more under the back seat behind the drivers seat. You have to remove the lower back seat to get to those and the battery as well.
