if this car is the same as a 2000 Volvo v40, there is cem (central electric module) under the dash. the relay is part of a pcb in there. u should be able to remove one panel and see it towards the door side. u can try to tap on it to get the light on. these are mech relays that can go bad. this seem to be a huge problem with this model.
