For an automatic, on the top of the transmission. When standing in front of the car with the hood up, the speed sensor will be attached to the top of the transmission with a two-wire connector attached. It will look like this:

It is attached to the transmission by a single T25 Torx screw. Detach the connector, remove the screw and pull the sensor out - you may have to jiggle it a little.

It's a pain in the neck, the sensor is under the engine mount by the starter and the mount has to be removed to access the sensor.

The starter is right in front on the lower drivers side of the engine.
There is no way to put the top down on a 1999 VW Cabrio using the emergency brakes. Just press the button on the dash board. The emergency brake helps to keep the car from rolling.
