The detergents in motor oil may cause different issues with seals in the power steering, including leaks. On older vehicles the power steering generally called for automatic transmission fluid, but using power steering fluid in its place shouldn't hurt and may actually help.

I would be more apt to believe that the power steering pump failing would have caused the belt to jump off and become lodged between the pulley and the motor than the other way around.

Punto electric power steering is very effective . I would say its too effective you can steer with one finger. Without PS you will have to put in a lot of effort, especially when parking. With the PS option you should have abutton on the dash somewhere which says 'City' This when pressed makes the steering dangerously light Hope this helps Normally a Punto of that age wont have "City" mode however i cant be certain, your steering will ALWAYS feel heavier when your near enough stopped or moving slowly. It is like this is every car. If a Red steering wheel is displayed on your dashboard then this means the "city" option will not work.
