I would be more apt to believe that the Power Steering pump failing would have caused the belt to jump off and become lodged between the pulley and the motor than the other way around.

I had this problem too. I bought a used 2003 4.2 lt and the power steering stopped after like 3 months. Apparently a piece of metal for the power steering broke off and got lodged in the system so the fluid could not cycle properly. When your TB is moving it still probably doesn't have power steering, it's just easier to turn the wheels when in motion so it feels like this is only an idling problem. Take it in and have someone look at it/fix it.
