the windings inside the blower motor can be shorted out fan will work but takes too much power could be a schafed wire as well or the blower motor could be seizing up..

If you have checked the blower motor and it does function when power is applied then I would suspect the Blower Motor Resistor Pack is defective. It is also possible the blower motor speed control is bad, but highly unlikely.

Check to see if you are getting power and ground to the blower motor - if so blower motor is bad. If no power possibly fan switch or selector switch Also check the blower motor resistor, found in heater plenum.

Likely the blower motor is bad, causing increased current and blowing the fuse. Replace the blower motor.
Check at the blower motor itself. Have it turned on and tap the end of the blower motor with a hammer. I did this and found out that the blower motor was going out. The blower motor is on the top passenger side under the hood. Also check the wire connections. Make sure they are seated good. If this includes for the heater then I would say the blower motor is bad.

Ok..I figured it out. Turns out the rear defroster is the problem. When I unplugged it from the back windshield, blower/heater works great!! So...to all those out there..if your blower motor blows fuses...check the blower motor first...then the HVAC and heater fuses, then rear defroster if you have a cavalier!
