It depends how high you're talking about. If you mean revving all the way to the red line then yes this is bad for the engine. But the rpm shouldn't exceed 4000 rpm. If it is slightly below this then it is fine.

It will cause the engine to run at a much higher RPM thus burning more fuel. If you are forced to drive like this, I would not exceed 50 mph.

That is about your average idle RPM. It depends on what car you have and the age of your car. If it bothers you, i'd recommend going to a place that fixes cars.
The answer is it can be less. Most grinding discs show the maximum RPM allowed, it does not necessarily mean that you have to run at those RPM it means that in order to use the disc SAFELY you should not exceed that speed.
Have you checked your exhaust system, your catalytic converter may be pluged.
Carburettors are not rated by RPM
I've had my 4 cylinder, 02 Sonata at over 100mph, tachometer was about 4000 rpm. I was told that red line was limited in the computer at 6000, but I haven't tried to exceed this rpm.
