A quick check would be to check to make sure the fuses are good and make sure they are clean. If you have the older type then they can crud up and not get a good connection.
Check to see if you can hear the low beam relay click when you have the car running and hit the dimmer/high beam switch a couple of times. It may just be a loose wire on it also. The relay is located on the fuse panel, it looks like a turn signal relay.

To turn on the lights in a 2014 Volkswagen Beetle, locate the headlight switch on the left side of the steering wheel. Rotate the switch to the right to turn on the parking lights, and further to the next position for the headlights. For automatic headlights, ensure the switch is in the "Auto" position. Additionally, you can pull the switch towards you to activate the high beams.
Low beams and fog lights if equipped. High beams only light-up the fog more.
I believe that it is illegal to run fog lights and high beams together, however I could be wrong.
yes it does.... one for each of the low beams and one for each of the high beam. because the daylight running lights work on the low beams at reduced intensity, they tend to burn out a whole lot more often
It could mean, turn off your high beams.
Low beams are burned out.
