Are you sure it is off. sounds like the turn signal pall is broken and the turn signal is not being canceled.
I have the same problem with a grand am, i know the turn siginal is off, it sounds like it comes from the radio, and its random, no pattern or anything to it.

I have an 03 Jetta, and i had the same problem. after awhile started getting one my nervs, so i went to the dealership, they replaced the part that supposely was making the noise, and a day later i had the same problem. The part that they replaced cost me around a hundred bucks, i borught the car back and they said they have replaced the wrong part, and the part that needed to be replaced cost around $300-400, so i didnt have it changed, but after some time the clicking noise stopped, and i don't have any issues now. my girlfriends 01 jetta makes the same clicking noise now, but i am not going to replace anything because its gonna go away... some day :). She used to have a grand am, and the grand am was a lot more annoying... it even wouldn't stop at all sometimes. my advice is ... don't pay the money to have it fixed... it is just a little annoying sometimes

Flasher is under the dash, drivers side, follow the clicking sound the signal makes when turned on. That sound comes from the flasher. If signal is staying on it could be you have a bulb or two out. Check your signal lights before replacing the flasher.
