Depends on where you're starting from, and how you ride. Generally, bicycling is more about stamina than strength, so cyclists rarely get particularly big. But if you start from really, really skinny, then even bicycling will build some muscle.
Then we have the sprint specialists. These guys are all about all-out effort for a fairly short distance, and they can build a fair bit of muscle.
Go horse riding. I'm very skinny but go horseriding so have a nice curvy shape. Horseriding will make your hips bigger and thighs more muscley!
