In general, you can't. :( However, you can experiment with different fabrics & styles to find pants that hold their shape better than others. Personally, I love the Victoria's Secret pants in "seasonless stretch", which ironically do a great job of maintaining shape & fit throughout the day. (Added bonus: they're wrinkle-free!)

It would be easier to answer, to know what type of stretch pants one has in mind. Yoga pants, running pants and regular women's elastic waist pants could be considered stretch pants. Yoga and workout pants are available in all levels of quality and price points, at places like Big 5 sporting goods, REI, Sport Chalet, even KMart or Target. The elastic waist type of stretch pants would be available at a store like Walmart.
I have seen White Stag Stretch Knit Pants at Walmart If you can't find white stag pants anymore. stretch pants are just as good as the White Stag brand. I just purchased 2 pants and 2 Capri's, because I could not find the sizes at Walmart anymore.
