In principle, it is not bad. However, one should take care to only exercize according to the instructions of professional trainers. This is generally advisable for people of any age, but becomes especially important for adolescents, as the body is still growing.
It is advisable to work towards building up lean muscle (i.e. low weights, many reps) rather than bulk muscle (the reverse). Moreover, one should be careful not to overstrain the muscles. Working out till one is somewhat tired out is sufficient. Definitely go to a gym and get professional instructions, rather than just going for it on a home gym though.

It depends on the gym, but a lot of gyms will let you join if you are about 12 (with a parent's permission). Fitness 19, for example, lets you join at age 12. So at 13, you should be able to find a gym that will let you join.
