depending on the type of head anywhere from 550 to 600 NEW ANSWER- YOU said stock, so in that case anything over 400 lift will cause spring coil bind, and brake the spring. NEW ANSWER- somewhere between .450 to .500 should be max lift before any binding on 87+ heads, stock lift is between .417 and .430 with 1.5 ratio stock rockers
Stock valve springs on vortec heads are compatible with valve lift of up to 0.450".
At .495 they will bind.
i run 31/50/15 without a lift i get slight rubbing when flexed.
with a lift i have seen 44s but with out a lift... no idea just run with the stock size as you will get better fuel economy

31" tires with no lift required, if you are planning on going "off road" consider at least a 1" body lift or shakle lift
I'm not sure about the 06-09 Wranglers but everything before 06 could accomidate a 31" Tire stock with no lift. If you get a 2.5" or 3" lift you can fit 33 inch tires
