Since the beep test goes up to level 23 (representing a VO2 max of just under 90 mL/kg/minute) it is quite likely that someone has completed the test, i.e. was still in action when the test ended, and there are people who could have passed this level in theory, for example notable Tour de France winner Greg LeMond tested a VO2 max of 92.5 mL/kg/minute.

However, there are no documented evidence of anyone ever doing so, maybe because the beep test is a aerobic fitness test used mainly for team sports, and elite athletes in endurnace based sports would more likely do a VO2max test.
