The "rocks" are called in total, "ballast". It does not keep the underlying ground drier because rain water simply runs between the stones, though the water should then drain laterally into the "cess", the shallow drainage ditch alongside the line.
The ballast is there to give a secure but resilient anchorage for the track itself, which is slightly elastic, and allow it to be set correctly for level and cant (its camber on curves) by tamping it appropriately under the sleepers ('ties' in US parlance).
