Are Muslim men allowed to just hug a girl?

Of course they can, A Muslims has 6 rights upon another Muslim and one of them is to greet another. You can initiate the greeting or reply with equal or better greeting. Of course they can! Although Islam encourages men to greet ladies before they greet them. The answer you would get would depend on whether you are asking someone who only follows the Quran, someone who follows some hadiths, someone who follows all of the hadiths, and I think the hadiths also differ depending on whether someone is Sunni or Shiite. I know that at least some orthodox Sunnis who follow the hadiths (sayings) of the Prophet Muhammad believe that a woman's voice should not be heard by men that are outside of her family. But besides that, Muslims are encouraged to greet each other.

The best greeting is:

• 'Assalamu Aleikom' that means peace be upon you,or
• 'Assalamu Aleikom WA Rahmatoh Allah' that means peace be upon you and Allah (God in English) mercy, or
• 'Assalamu Aleikom WA Rahmatoh Allah WA Barakatoh' that means peace be upon you and Allah (God in English) mercy and blessing.

No hugs or kisses are allowed upon greeting between a Muslim girl and a man who is not from her close relatives (those who are not entitled to marry her as father, son, brother, uncle, grandfather, ... etc.)
