If a person says, and believes, that God is One and that Jesus and Muhammad (God bless them both and grant them peace) are prophets of God, then he or she is Muslim. It is customary for a new Muslim to state this in the presence of other Muslims, but this so that s/he will be known as a member of the community. A public statement is not required to make a person Muslim.
