Well, chances are, she would love it if you made an effort, I know because I'm a girl. If she's shy, she'll want you to make the first move. Don't take it too far, just say "I think you're pretty cool.."

She'll appreciate it if you chat to her, and, if you talk to her, because, normally, if a girl is shy, it's because she likes you!

Feel free to speak your mind to her (at a reasonable level), a guy (that's shy) that has enough guts to talk to girl will give a message as it is that your interested in her. Start out simple, and say "hi". If she's shy to, she probably wont continue the conversation. But play a part and say anything else that comes to mind.
