It all depends on the laws of the place you are doing it.

There are moral laws with religious backgrounds forbidding this.

Many of the developed nations of the world are starting to have second thoughts about forbidding this practice and are loosening the laws they have on incest. It seems that the risks of mental retardation and birth defects that can a result from this practice are more myth then fact.

Answer 2: It depends on your definition of sister in law. If she is not directly involved with a family member and you are not directly involved with one of her family members it would be okay. Granted this would technically make her not your sister in law*. But the term gets used loosely.

For example: If she is the sister of your brother's wife, she's free game.*

For example: If she is the sister of your wife, I'd advise against it.

I believe it depends on how you feel about it. My grandmother married her sisters brother in law and both her and her sisters relationships with them lasted a long while and they both had kids and now they are all grandparents. No one in my family was or is bothered by the fact that it was her sisters brother in law, so I say go for it!
