If you are talking about Athena the greek goddess, then she was a step-sister.

Zeus is pretty much the father of all the gods in greek history (of course there are some that aren't his children). Most of his kids were products of his genes and Hera's genes. But Zeus had a wife prior to that and her name was Metis. She was suspected to bear powerful children that would overthrow Zeus and being the power hungry leech he was, he decided to eat her. Gods are immortal and Zues wanted to keep her in his stomach so that she could give him advice, so while playing a shape-shifting game she was turned into a fly and Zeus ate her. But Metis was already pregnant with Athena so athena was born out of Zeus' skull and had one parent in common with the other gods therefore she is a step sister.
