"You are grounded" is a fairly common punishment for kids. It refers to being unable to leave the house except to go to school or family activities. No going to parties, sporting events and the like. In some places it also means no telephone calls. The intent is to restrict social interaction, which may have been the cause of the grounding in the first place. In today's society it is less effective due to cell phones and internet access.
to teach there kids they did something wrong and to teach them a lesson
If you allow someone to do something wrong, the you're an enabler.
I believe it is just a joke. Meaning that if something goes wrong and a man smiles about it, he has found someone to blame.
Although it is common to hear the term that one is being grounded for doing something wrong, it is usually unheard of that one would be grounded for life. There was an American sitcom television show back in 2001 that was titled "Grounded for Life".
It can hurt someone or something.
