This is a great observation; one answer would probably be, because the person who makes such a judgment is uneducated and there are very many uneducated, loud mouths in the world. People who are educated realize that many mentally ill people, actually have above average intelligence.
Just for instance the Unibomber. Ted Kaczynski was extremely bright, he was accepted to Harvard at age 16. Graduated with a Ph.D. in mathematics from UM Ann Arbor - then spent two years at UC Berkeley as an assistant professor, working in complex analysis. All before the age of 30 and all things you won't find your run of the mill, high school drop out accomplishing.
We are a very visual society, used to making snap judgments about a variety of subjects in a single, brief glance. If someone doesn't quickly fit our narrow view of "normal" we almost without conscious thought, file the image away. We see an image of an unkept person, with dirty, mismatched clothing, speaking gibberish - maybe the average person sees; "not too bright" (not smart enough to take care of them self) instead of mentally ill. Too ill, to realize they have not been caring for their aesthetic needs.

Most of the people are just jealous of the smart people and they think they get an edge by claiming they are mad. A losers approach, but it does unfortunately work.
The IQ people don't tend to socialize a lot because they get teased a lot.
