Elend started off as the mischievous, sarcastic type, someone who didn't want to blend in and he especially didn't want to be like his father. He had a kind heart and he wanted to do good. But after the crew overthrew the Lord Ruler and Elend became king, he began to realise that his kind nature wasn't what his people needed or wanted right then. So he had to become harder and more forceful. He struggled for a long time to find the balance between the king side of himself and the old side and eventually, in the end, I think he found it.
Neither one of them thought that they deserved the other. Also, Vin was keeping secrets from Elend, including that Elend had a very jealous brother.
She wanted to make him the ideal king.

Cett was a nobleman in the Final Empire who later became the ruler of Urteau. He was one of the many contenders for the title of Emperor after the fall of the Lord Ruler in Brandon Sanderson's Mistborn series. Cett was known for being a pragmatic and calculating leader who sought to secure his own power and influence in a post-apocalyptic world.
Elend
Elend was voted out because the members of the committee felt he was not taking the option of surrender as a viable choice in dealing with the potential invasion.
