You might have better luck finding this under Dale v Boy Scouts of America. It would be listed this way sine Dale brought the suit against the BSA. Dale lost in the US Supreme Court. The court found that the BSA was a private organization and could do as it saw fit.

In 2000, the national president of the BSA was Milton H. Ward.
"Oye amigo" means "Hey buddy/friend(either works)". "Dale cuello" Directly translates to "Give him neck" but thats not what the expresion means. That expression usually means to kill, murder, basically giving someone neck is like slang for killing them. "a ése" means "that guy'" So in brief, "oye amigo, dale cuello a ése" is "Hey buddy, kill that guy"
The Boy Scouts since the Supreme Court found that they had a protected constituionally right of expression and association.
