Friar Lawrence sent the note to Romeo on the same day of Juliet's supposed death.
A letter was sent from Friar Lawrence to Romeo who had been banished. Romeo had not intercepted this letter, and after having knowledge that Juliet was 'dead' he rushed to the tomb.

Friar Lawrence's plan went wrong when the message he sent to Romeo informing him of Juliet's fake death did not reach him in time. This miscommunication led to Romeo believing Juliet was truly dead, causing him to take his own life. Ultimately, Friar Lawrence's plan failed due to poor timing and unforeseen circumstances.
Friar John got sent back to Verona because of the quarantine he encountered on the way to Mantua.
Juliet and Friar Lawrence made the plan to fake Juliet's death so she could runaway with Romeo. They had planed for her to take a vile that would make her cold and fall asleep for 48 hours. Friar Lawrence sent a note to Romeo telling of their plan so Romeo and Friar Lawrence could go retrieve Juliet once her funeral was over.
He penned a letter and gave it to Brother John (?) and asked him to give it to Romeo. Unfortunately, Romeo didn't receive the letter and the rest is history.

Romeo was in Mantua at the time, because he was had to flee Verona after he was banished for fighting and killing Tybalt it the street. Friar Laurence wasn't the one who was sent to find Romeo though, Friar John was, but he was detained and the letter never reached Romeo.
Romeo doesn't receive Friar Lawrence's messages about the plan because the messenger he sends, Friar John, gets held up due to a quarantine in Mantua. As a result, Romeo remains unaware of the plan and believes Juliet is actually dead, leading to tragic consequences.

Friar John, who was sent as a messenger to Romeo from Friar Lawrence, was unable to deliver the letter. Because their was some kind of disease issue going on in Mantua that Friar John can't stand it. so, Romeo ended up with no letter receiving and was unable to know that Juliet was faking the death.
I believe he tells her to fake her own death so he can get Romeo to see her in her crypt. Unfortunately, Romeo doesn't get the letter he sent, so he believed Juliet to be dead.
