No, Benvolio (Romeo's cousin) is the peace keeper of the play. Tybalt is the complete opposite. He fuels the fight in Act 1 Scene 1, "Turn thee Benvolio, look upon thy death." In Act 3 Scene 5, Montague (Tybalt's uncle) calls him a "Princox", which is basically saying that he is more trouble than he is worth.Tybalt is a fiery character, and is, in no means, a peacekeeper.
Tybalt refuses to help Benvolio break up the fight between the Capulets and the Montagues. Tybalt is known for his aggressive and confrontational nature, so it is not surprising that he would not want to intervene in a conflict involving his family.
He gets all fired up. He wants to go confront Romeo and fight him for coming to a Capulet party, but Lord Capulet tells him to shut up and be nice. He doesn't want the Prince coming and ending people for starting a fight.

Romeo does not want to fight Tybalt because Tybalt is now his cousin by marriage, as Tybalt has married Juliet's cousin. Additionally, Romeo has just married Juliet and does not want to cause any trouble that could harm their newfound happiness.

Capulet, on the other hand, had nothing personally against this particular Montague and in fact held him in some esteem. Capulet had crashed his share of parties when he was young. He doesn't want his wife's goonish relatives spoiling his party by causing a fight.
