Dill tells Jem and Scout that he will not be coming to Maycomb for the summer because his mother remarried. He tells them that he has a new father and they were going to build a boat together.
They come during tour times. Which is usually every summer they have a tour so during Summer i guess.
Dill's letter informs Scout that he will not be able to come back to Maycomb that summer as planned, but instead will be staying with his new father in another town.

Dill returned to Maycomb because he felt lonely and unhappy living with his mother and her new husband in another town. He missed his friends Scout and Jem, as well as the adventures they had together during the summers. He wanted to reunite with them and have more fun in Maycomb.
The human animal is most abundant in Antarctica during the summer. As well several sea mammals and sea birds come to the beaches and beach areas to breed during the summer.

The reader assumes that the men from Old Sarum come to Maycomb to lynch Tom Robinson, the African American man accused of assaulting a white woman. Lynch mobs were unfortunately common during this time period in the South, and the men's aggressive and intimidating behavior suggests their intentions are violent. Their presence creates a sense of tension and danger in the community, as they are seeking to take matters into their own hands outside of the legal system.
Dill wants to go for a walk in Maycomb because it's something different and exciting for him. Maycomb is a small town where people are used to a routine life, so the idea of going for a walk and exploring the surroundings is unusual and intriguing to Dill.
